Rules Laid For Pandals To Follow

Mr Justice Sanjib Banerjee of Calcutta High Court today directed the state government to ensure that all Puja organisers within the Kolkata Metropolitan Area, comply with a set of nine pandal-related precautions.

These precautions are part of a report submitted to the court by Advocate General, Mr Balai Roy during the day following the court's earlier direction, during the hearing of a petition moved by Ms Ishita Chakraborty of RK Chatterjee Road in Kasba, about inconveniences arising from a community Puja being held on the same road.

The precautions include retaining four feet open space on all sides of the pandal from the property line of any building's boundary wall or any permanent structure. The super structure of the pandal should be made of tubular steel frame or sal wood, properly nailed and fastened with metal wire, it was directed.

The side walls and roof of the super structure of the pandal should be made of corrugated or aluminium sheet. The height of the roof of the super structure should not be more than 40 feet.

Inflammable material like sugar cane pulp, tyre tubes, bidi leaves, cocunut and jute fibres etc should not be used for the purpose of erection of any temporary structure. Efforts should be made to treat all pandal material with fire retardant solutions or paint before use, it was directed.

No structure or pandal should be erected beneath any live electrical line or adjacent to an electrical trasnformer or feeder box. Electrical installations should be done with licensed electricians, it was directed.
The pandals should have separate exit and entrance points. The gates should be constructed in a manner enabling the entry of fire engines in cases of emergency.

There should be no open flame within 200 yards of the main pandal. No cooking arrangement is to be made within this area, it was directed.

Adequate quantity of water or sand in full buckets along fire extinghuishers should be arranged, it was further directed. The Superintendent of Police, South 24-Parganas and officer-in-charge Kasba police station were directed to ensure that Ms Chakraborty, the petitioner did not face any harrassment from the Puja organisers against whose arrangements she had moved court.
