A change in the state government's policy ~ from industrialisation to pro-people programmes ~ is all set to get accepted tomorrow after it is vetted by the Cabinet core committee.
A few ministers on the committee told The Statesman that the committee, comprising ministers from all Left Front allies, would lay stress on pro-people policies rather than setting up of industries till the next Assembly polls scheduled for 2011. They also said the shift in stance was needed after the Left parties witnessed a setback in last year's panchayat polls and recently concluded Lok Sabha polls. They also feel acquisition of farmland for setting up of industries was the main reason behind the debacle of the Left parties in the recent elections. And now, pro-people policies can be the weapon to win back the confidence of the people. A minister, who is a member of the core committee, said: "Primarily, it has been decided that the state government would lay stress on some programmes which are directly involved with the everyday life of common people. For example, stress would be laid on programmes like National Rural Employment Guarantee Act where the state could provide only 18 days of work on an average. We have to improve the figure as the project has a direct impact on the rural populace." "This apart, we need to lay stress on quick disposal of BPL cards, ration cards and SC/ST certificates. Not only this, we have to take up several development programmes for the underdeveloped areas mainly dominated by tribal people. All these are expected to be finalised at tomorrow's meeting," he added.
However, another meeting would be held tomorrow to frame a development plan for the Maoist-infested districts in the southern part of the state. The task force, headed by the chief secretary, would meet tomorrow to finalise a development plan so that the socio-economic condition of tribal-dominated areas of West Midnapore, Purulia and Bankura could be given the needed boost. It may be recalled the task force has failed to spend more than 50 per cent of the money allotted for undertaking development projects in these areas. The Cabinet core committee would also discuss possible ways to counter Maoists in the underdeveloped areas dominated by tribals. The core committee is also set to lay stress on giving a boost to the socio-economic condition of these areas by taking up a series of development plans that would include distribution of BPL cards, installation of drinking water sources, proper irrigation facilities, construction of hostels for tribal students and ensuring employment opportunity.
