Guidelines framed for city cyber cafes for the prevention of cyber crimes a few months ago were not issued in the districts, which the state government has now realised was a mistake after yesterday's bomb threat.
The state government today asked the district magistrates to consider whether the guideline issued by Kolkata Police for the cyber cafe owners in the city a few months back could be implemented in their concerned districts. Mr Ashok Mohan Chakraborty, state home secretary, said at Writers' Buildings: "The guideline that was issued by the Kolkata Police for the cyber cafe owners of the city has been sent to all district magistrates of the state requesting them to consider whether the guideline could be issued in their respective districts. To prevent cyber crimes, the Kolkata Police had issued a set of guidelines for the city-based cafe owners in October 2007 asking them to keep a detailed identity record of the customers and to keep a close vigil on the activities of the customers while surfing the Internet. If the owners notice something suspicious, they must inform the police immediately. City police officers would visit the cafes to verify the register book and other necessary documents. But no such circular was issued for the cyber cafes in the districts, including sub-urban areas of Kolkata in North and and South 24-Parganas. A senior officer of the CID said cyber crimes are not confined to the city, they have increased rapidly in the districts too as frequent police raids in the city cafes have prompted people with dishonourable intentions to shift their base to rural areas.
CID officers said the order should have been issued to the districts much earlier, especially after it was found that terrorists were frequently using the Internet and e-mails. Source: Statesman News Service 31/July/2008
