An international research team has come up with a report on the Special Economic Zones (SEZ) policy of the state and the Central government. The report highlights the plight of those affected by SEZs.
The group worked under the Institute for Motivating Self Employment (IMSE), a non-governmental organisation, operating in West Bengal. “We had with us academics and social activists from Thailand, Nepal and Bangladesh. We went for a two-day visit to Dankuni and Mahisadal to understand whether the local people are benefiting by SEZs,” said Ujjaini Halim, a member of IMSE. “We studied the violation of the right to food and livelihood of the people in Dankuni and Mahisadal. We have a few observations and recommendations and we will submit these to the state government,” said Thailand professor Jarunee Chiayvareesajja, who was a member of the team. The group claims that the proposed DLF’s township at Dankuni and the proposed SEZ for pharmaceuticals, chemical and biotechnology at Mahisadal will be detrimental for the local villagers.
“Majority of the inhabitants living close to the proposed sites are poor. There will be no employment opportunity for these unskilled people in the newly constructed SEZ whose expansion will restrict the access of the poor to their agricultural land,” said Samsul Huda of Bangladesh. The members also met PWD minister Kshiti Goswami. “The minister has assured us that the rights of people living in these areas will not be violated,” said a member. They urged the government to reconsider its SEZ policy and incorporate a participatory mechanism of social, economic, cultural and environmental impact assessment.
