Experts Say SS Hogg Market May Collapse Anytime, But KMC Yet To Wake Up

The Kolkata Municipal Corporation's (KMC) is yet to provide a facelift to the SS Hogg Market, although some portions of the market are in a dilapidated condition.

Though the KMC has marked some portions of the market including the vegetable, fish and potato market as unsafe, repair work is yet to be carried out.

The KMC has withheld the revamping of the SS Hogg market after the stalemate over the Park Circus Market development project that got tangled due to the rehabilitation issues of the local hawkers.

"Earlier, we were told that the market will be revamped since the civic body has declared several of its portions unsafe that can collapse any time," said Pradip Charaborty, general secretary, SS Hogg Market Shopkeepers' Welfare Association.

Notably, the civic body earns huge revenue from the market but no repair work has been carried out in the complex for decades.

"The Hogg market generates nearly Rs 6 crore per year as revenue, hence this market is very important for the civic body. Besides, the market is a heritage building owned by the KMC," said a senior official of the KMC.

"Since the KMC no longer plans to develop the market, we are trying to carry out the minimum repair work in the unsafe portions of the market. But we are not sure when the work will begin," he added.

Any heritage building owned by the KMC is supposed to be maintained and preserved. But a walk down the vegetable and fish market will reveal the poor condition of the market.

Ceilings of some portions can collapse any time, causing casualties and huge loss to property.

"Since the condition of certain areas of the market is really precarious, these should be taken care of immediately. Any time, any portion of the building can cave in," said an engineer of the building department, KMC.

"Despite paying all the taxes to the corporation, traders are not able to run their business in the market," said Chakraborty.

The traders of the market also say that their business is affected by the local hawkers. They claim that the KMC is doing nothing to address their concerns. "There are several nearby markets and hawkers, who are dominating the Hogg market," said Chakraborty.

The Prohibition of Business and Trade Near a Market Act says that no article shall be sold or exposed for sale by a hawker or a squatter within a distance of 45 meters from any municipal market without the permission of the municipal commissioner. Yet, there are several hawkers and small shop owners, who are running their business in the premises of the SS Hogg market.
