Kolkata Municipal Corporation's (KMC):Twin pay structure for same work

At Kolkata Municipal Corporation's (KMC) Indira Gandhi Water Treatment Plant (IGWTP) at Palta, some are working as full time staff, while the rest doing the same work, have been left to strive as daily bread earners.

Out of around 2,500 contractual staffs of the Kolkata Municipal Corporation (KMC), 76 of them have been treated as special cases and are receiving increased salaries since May although the rest are still under the normal scale of pay.

These privileged staffs of the IGWTP at Palta have suddenly been given a hike in their salaries, sparking controversy among the other KMC staffs.

A circular passed by the mayor-in-council dated 28.03.2008 accepts the proposals of DG (Water Supply), Bibhas Kumar Maity for allocating Rs 43 lakhs as wages of the labourers on consolidated pay basis.

The memo states, "That water supply department be allowed for payment of salary to such labourers directly on the consolidated pay basis i.e. as per last pay drawn considering their holidays, EPF and ESI and payment procedure will be fixed later on in consultation with accounts department."

This resulted in their salaries becoming Rs 4,281.60 after deductions unlike Rs 2,434 of other contractual labourers. However, Mr Maity denied such a memo and said, "As far as I know the wages have not changed."

"This will result in a demand to regularise the contractual staff and take them on KMC payroll in the future," said a KMC official.

"The remaining contract labourers will raise a furore when they come to know of this discrepancy," he added.

Sources also revealed that the private firm providing contractual labourers to the plant pulled strings which has resulted in this abysmal change.
