Sex education, unlike charity, seldom begins at home. At least for the Kolkata Municipal Corporation. The KMC has given up plans to install a condom-vending machine at its headquarters due to its "inaccessibility" and (taking into account) "sentiments of employees".
The offending machine, as it were, will now be placed in the New Market. Confirming the development, mayor Mr Bikash Ranjan Bhattacharyya said: "We will install a condom-vending machine at the New Market as a part of our anti-AIDS programme. This will be a pilot project and if successful the same will be followed in other markets of the city." If plans materialise, then the centuries old New Market will have the unique distinction of being the first market in the city and perhaps the only in the country to have a condom-vending machine. Officials said that the decision to install a condom-vending machine in the market was taken after the civic body got itself involved in a World Health Organisation (WHO) sponsored safe sex and AIDS awareness project. According to the initial plan the condom vending machine was to be installed at a "centralised location" or "KMC premises". The cost of installation and purchase of the vending machine will be borne by the WHO, the mayor said.
A meeting regarding the matter between various civic officials that included the mayor, joint municipal commissioner (development) Mr Sahidul Islam, chief manger (market), Mr Bhaskar Ghose and the chief municipal health officer, Dr Deb Dwaipayan Chattopadhyay was held to decide on a suitable place. Finally the authorities zeroed in on New Market because of its "centralised location" and accessibility by the common man.
When asked as to why the machine was not being installed in the central municipal building on SN Banerjee Road, the mayor said: "The KMC headquarters are not accessible to all and sundry. A market place would be the best location for installing the vending machine." It may be recalled that the state government too has mooted a similar idea of distributing condoms from ration-shops so as to make people aware of rising incidence of sexually transmitted diseases like AIDS.
