The Buddhadeb Bhattacharjee government is slowly inching towards making the elevated ring road a reality. Construction of the Rs 5,000-crore project will begin by the end of this year.
The ring road, which will go a long way in easing traffic flow, will be a private project with the government playing a facilitator and the private partner constructing the road on build-operate-transfer (BOT) basis. The state transport department has decided to open the bids on May 26. One of the potential bidders, the Bangkokbased Italian-Thai Development Public Company, called on transport minister Subhas Chakraborty on Tuesday. The 42-km elevated ring road will begin from Salt Lake and touch Dum Dum airport. It will pass through Rajarhat, Chitpore, Bagbazar, B T Road, Tollygunge, Dhakuria, Alipore and end at Salt Lake. The road will have 11 intersections. Chakraborty held a meeting with the representatives of the company at Writers' Buildings. At the end of the meeting, he said: "It was a courtesy call." But then, the construction company from Bangkok, whose principal activities are civil and infrastructure construction and development of buildings, industrial plants, pipelines and utility works, highways, railways, bridges and expressways, is an important bidder in the project. State transport secretary Sumantra Chowdhury said: "We shall invite the bids on May 26 and a number of companies, including Italian-Thai, Navajog from Andhra Pradesh, Seu from Hyderabad and Larsen and Toubro, are participating in the bid."
Once the highest bidder is selected, the state will be in a position to begin the construction at the end of this year, said Chowdhury. The partner will fund the project and get on with the construction. The government's role will be restricted to land acquisition, resettlement, utility relocation and generally providing support in launching the project.
The state has appointed a consultant to prepare a feasibility report for the project. The initial plan for a ring road had to be abandoned earlier. "There are too many canals, ponds, tanks and low-lying areas, which we thought would be difficult to negotiate. After a lot of thought, we have identified the route of the ring road."
