Three Phase Panchayat Polls In West Bengal In May

The State election commission's decision to go for three-phase panchayat elections in West Bengal in May has ruffled opposition feathers. It believes that polls spread over three days with gaps in between will give the ruling Marxists enough opportunity to manipulate the elections. There will be rampant rigging, intimidation of voters and booth jamming in which the Communist Party of India - Marxist (CPI-M) excels, state Congress leaders felt.

The three-phase panchayat elections are to be held on May 11, 14 and 18. The schedule declared by the state election commission is tentative. A notification on the dates is expected early next week. The districts of Bankura, Purulia and Burdwan will go to the poll on May 11, Nadia, North and South 24-Parganas, Howrah and Hooghly on May 14 and north Bengal and Murshidabad on May 18.

The state election commission is concerned with the situation in East and West Midnapore, which has seen bloody violence during the long drawn turf war in Nandigram and still witnesses sporadic clashes. Maoist presence makes holding the polls in the two districts dicey.

The state Congress has expressed apprehension over the three phased poll schedule. Priya Ranjan Das Munshi, West Bengal Pradesh Congress president and union information and broadcasting minister was of the opinion that the three-phase poll gives the CPI (M) a lot of elbow space to bring into play its time honoured electoral malpractices.

He was apprehensive that the Marxists would flex their muscles more easily and will transport its cadres from one district to another given that the polls are spread over eight days. He pointed out that this is the first time that the panchayat polls are being held in a phased manner.

The CPI (M) has for long carried the stigma of manipulating elections in the state and the opposition has dubbed it the Marxist's `scientific rigging'. It is another matter that the CPI (M) gives it little ear coming as it does from losers for over 30 years.
