State Government For All Or No Conditional Access System (CAS) In City

Expressing its displeasure over the "discriminatory" introduction of the conditional access system (CAS) in the city, the state government, in a recent meeting with officials of the Union information and broadcasting ministry, has urged for either introduction of CAS in other parts of the city as well, or roll it back from the areas where it was launched last year.

While CAS was introduced in areas of Behala, New Alipore, Alipore, Metiaburz and parts of Haridevpur under Zone I from 1 January 2007, the notifications for the rest of the city are yet to be issued. Hence, a section of consumers in the city have been forced to buy expensive set top boxes after introduction of CAS while the rest of the city are still relying on cable operators.

Principal secretary of the information and cultural affairs department Mr DK Chakraborty today said: "CAS should be introduced throughout the city or it should be rolled back from areas where it was launched a year back, otherwise it becomes discriminatory for the consumers."

Even in areas where CAS was introduced last year, consumers have been facing problems like billing, and even piracy, where the cable operators receive the encrypted signals at their end and transmit the signal to various consumers enabling them to view the pay channels free of cost and without set top boxes. Both Multi Service Operators (MSO) and consumers with genuine set top boxes are at the receiving end due to such piracy prevalent in the Khiddirpore and Metiaburz areas. The state government has also urged the Telecom Regulatory Authority of India (TRAI) to ensure this practice could be blocked through technology.

The state government has already urged that notifications should be introduced for Zone II and IV, which include south and central parts of the city, Salt Lake and adjoining areas in north Kolkata. It has also been urged that while there are existing TRAI regulations for MSO and cable operators in CAS areas, there are no such regulations guiding direct-to-home services.
While CAS coverage area in other metro cities is between 40 to 60 per cent, in Kolkata it is a mere 20 per cent.
