For the sixth time in three years, the state transport department has deferred the LPG conversion deadline for auto-rickshaws, this time by a month. April 15 is the latest deadline set by the government.
Pollution generated by autos has been killing Kolkatans, literally, and one can hold the transport department responsible for this. A West Bengal Pollution Control Board (PCB) study shows Kolkata tops the list of Indian cities with an alarming Benzene content in the air, much above the permissible limits a sure source of cancer. And, the city environment scientists have identified autos as the major culprits that emit carcinogenic substances present in the air. "Eighty per cent of autos run on a naphtha-based adulterated fuel called kanta tel," said a senior pollution control board official. This fuel is highly polluting and the state government first issued a deadline in 2005 for all autos to switch to the environment-friendly LPG mode. But the order was never implemented and soon, the deadline was deferred. Since then, the transport department has announced six deadlines, only to defer them after some time. This year has already seen three deadlines. First was January 31, which was deferred to March 15. Now, that has been further pushed to April 15. Also, this is third time that the state has invited tenders from LPG retrofitting agencies. And, ironically, none of the retrofitting agencies has the state approval validation certificate, without which the entire retrofitting process will be illegal. "We have all our kits certified by the central certification authority. But we need the state approval validation certificate. We have applied for it long ago, along with the application money, but have received nothing yet. As a result, even if the state asks us to start converting the autos into LPG mode, we cannot do it," said Sharad Jhawar, association secretary of Greater Calcutta LPG Retrofitment Agency.
Critics say deadline announcements and their subsequent extension are nothing but eye-wash so that the state government does not incur the wrath of the Green Bench of Calcutta High Court.
The truth behind the government's lackadaisical attitude is that most of the illegal auto-rickshaws run with the support of Citu, the labour wing of the ruling CPM, they allege. "If the number of legal autos in the city is 25,000, illegal ones are double that number. So, the conversion will hardly make a difference," said auto-emission consultant S M Ghosh, who is also the general secretary of city-based Clean Technology Developers' Association. However, according to Citu leader Kishore Ghosh, who controls the auto union, steps are being taken to remove illegal autos from the city. "We have come to an agreement with the government that we just cannot let illegal autos run on city roads. Each auto operator must have valid documents. Once this is ensured, the rest of the things (like conversion) would automatically fall in place," he assured. The auto unions have also demanded more LPG dispensing stations along the major auto routes. "The number of LPG stations is too little compared to the demand. Significantly, some of the existing stations do not even fall on the auto routes. So, an auto-rickshaw might have to travel a long distance just to refill the tank. Moreover, the supply is not as regular as with petrol and diesel. Once we convert to a dedicated LPG mode, we cannot wait for the supply. The government must keep these things in mind," said another auto-rickshaw union leader. However, Indian Oil Corporation officials said oil companies have no immediate plan to have more LPG dispensing stations. "Currently, the demand is very low compared to our installed capacity. If the government is really serious about it, we can proceed on having more LPG stations. But we will first see the demand and only then, proceed about it," they added.
