KMC Eyes Bypass Plot Bounty, Civic Body To Give Prime Land On 99-Year Lease To Highest Bidder

The civic body hopes to earn at least Rs 175-180 crore through the 3.358-acre plot off the Eastern Metropolitan Bypass it put on the block earlier this week for a proposed hotel.

However, Kolkata Municipal Corporation (KMC) has decided not to hold a `reserve price' on the plot and offer it on a 99-year lease to the highest bidder. April 11 is the last date to obtain a `request for proposal' document from the corporation.

The decision not to have a reserve price could have been influenced by KMC's experience at its last auction of a plot off the Bypass, which eventually went to LIC. As many as 55 of the 57 companies, which had originally purchased request documents, had backed out of the bidding process because of the "high reserve price of Rs 275 crore". KMC ultimately had to choose only between LIC and Park Hotels for the plot opposite Science City.

However, hoteliers and real estate players said the 3.358 acre-plot being put on the block by KMC is too small to set up a five-star deluxe hotel. "At best, a four-star or boutique hotel can be set up on the site as even a relaxed floor area ratio (FAR) norm will only allow a maximum built-up space of 3-3.5 lakh sq ft on the plot," industry sources said.

"What applicants will also possibly examine here is whether the plot is on low-lying land, and the possible frontage that would be available to the hotelier," they added.

Hotel industry players said a modern five-star deluxe hotel needs six-seven acres to be established. Incidentally, legacy five-star hotels like the Oberoi Grand and Taj Bengal occupy less than 6 acres.

"There is no doubt, however, that several new players will be interested in the plot because of its location, particularly its proximity to Sector V," hoteliers said. "Given the boom in the city's IT sector and considering that a four-star hotel would have lower room rates compared to the five-star ones in the vicinity, they could break even sooner than expected," they added.

Money raised from auction will be utilised for funding infrastructure projects in the city. According to a KMC official, funds will be pumped in to the Jawaharlal Nehru Urban Renewal Mission projects. KMC needs to spend a part of the money for the Rs 500-crore drainage upgrade and Rs 100-crore drinking water projects.
