Vehicles Deparment Clueless About New Car TaxBy siddharth22, Section News
Lack of clarity over the additional one-time levy on new cars in this year's budget has sparked confusion in various circles. Even public vehicles department (PVD) officers are clueless about what amount is to be levied on which category of car.
"We are not aware how much is to be charged on which category of car. It is likely to depend on seating and engine capacity," said an official in the public vehicles department. With no clarification on the issue in the finance Bill, the Automobile Association of Eastern India, too, is worried about the proposed levy of Rs 2,000-10,000. "Since the notification has not been drafted, there is no clarity. Unless rules are formulated, we will remain on tenterhooks. Already, private car owners shell out five years' tax in advance. This will only add to their burden," AAEI secretary (finance) Tapan Kumar Debnath pointed out. Though state finance minister Asim Dasgupta's proposal appears to be a one-time levy on new cars only, PVD sources said it would not be surprising if it turned into an annual income generation exercise. With five years' road tax mopped up at one go, the one-time levy is a new mechanism to generate funds for recurring expenditure.
On the likely slab structure, sources said the taxation is likely to be across various categories: cars below 800 cc, 800-999 cc, 1,000-1999 cc, 2,000 cc and above or cars with seven seats, cars with nine seats and so on.
Debnath also pointed out that the finance minister did not give any reason as to why he was introducing the onetime levy over road tax. "Car owners have been paying various levies including fuel cess for improvement of roads. But there has been no major change in the quality of carriageway. What purpose this new levy will serve is not clear," he said. In the past, too, Dasgupta has failed to come clear on the amount collected under various heads like fuel cess and where the funds have been used. In the latest exercise, Dasgupta hopes to mop up Rs 15 crore. Incidentally, the one-time tax on cars, charged under Section 9B(1) of West Bengal Additional Tax and One-Time Tax on Motor Vehicles Act, 1989, takes away the relief that Union finance minister P Chidambaram had announced to car owners by slashing excise duty on small cars by 4%.
