Govt To Relaunch Failed Portal 'Banglar Mukh',To Highlight The Activities Of All Government Dept

Banglar Mukh, the government portal that has been a major disappointment so far, is all set to be relaunched. The state IT department has invited tenders from top IT companies to provide the technical support to the project.

A team of experts from Jadavpur University and IIT, Kharagpur will evaluate the tenders and select the best proposal. Once that is done, work for reviving the portal will begin. A lot of facilities will be available to the public through the portal, which will be highly interactive and informative. For instance, payment for different government services can be made through the portal through credit cards.

Launched with much fanfare on March 8, 2003, by chief minister Buddhadeb Bhattacharjee at a five-star hotel, Banglar Mukh (Face of Bengal) soon turned into a major embarrassment to the government and started being referred to as Banglar Kalo Mukh (the dark face of Bengal) in newspaper editorials.

The portal was launched with the main objective to highlight the activities of all government departments and provide detailed information about the ministers, MPs, MLAs and the district administration.

The second objective was even more ambitious: Eighty-two kiosks were set up in and around the city to provide internet services to the public. The attendants at these kiosks would also provide government forms and tender documents and thus, bridge the government-to-citizen (G2C) gap.

Unfortunately, none of these services were provided and the Opposition made an issue out of it in the Assembly several times. Despite that, precious little was done to revive the portal. Finally, the 82 kiosk operators moved court to say that they would not pay the service charges imposed on them because they were getting none of the facilities promised to them by the government.

They said the tender forms and other documents, which they were supposed to provide to the public at the kiosks, hadn't been made available to them either. Five years on, the government is all set to give the portal a much-needed rejuvenation. Alok Bhattacharya, adviser at egovernance, Webel, said that the bidding process has begun and the project can be started soon. Earlier, TCS had been appointed to provide technical support to the portal, though it was supposed to be run by government officials. "The IT company shouldn't be held responsible for the failure of Banglar Mukh because the government officials did not do their job," said an official at Webel Bhavan.
