Running out of gas but don't know whether there's enough to cook dinner? Don't worry. Petroleum Minister Murli Deora plans to introduce transparent cylinders which will allow you to see the vol ume of liquefied petroleum gas (LPG) left and plan your menu accordingly.
After learning of the existence of such fibreglass cylinders, Deora has asked officials to examine the feasibility of filling LPG in such bottles. The idea is to ensure that consumers are not shortchanged through short supply or mixing of water. A report of the committee set up by the Department of Consumer Affairs to identify problems relating to short-fill ing in LPG cylinders showed short supply at the bottling plant due to error during cylin der weight neutralization. At the distributors' end, LPG is escaped into empty cylin ders and water is filled up to 2 kg through gadgets like Bansuri. "This water remains in the cylin der making short filling when sent for refilling," it said, sug gesting stringent penalty on detection of such gadgets at godowns. At a meeting to discuss transparent cylinders, Deora was surprised why neither the ministry nor the oil marketing companies introduced such cylinders to prevent malpractice in LPG distribution. Fibreglass bottles are almost 50 per cent lighter than steel cylinders. The largest off-the-shelf bottle is known to weigh 7.5 kg and packs 14 kg of LPG.
Compare that with the cylinders dispensed by our OMCs: The tare weight ranges between 15.5 to 18.5 kg depending on the steel sheet, and when filled with 14.2 kg of LPG, they could be a burdensome 32 kg. Considering that European studies say that an individual cannot lift anything heavier than 25 kg further than elbow height, these cylinders would also provide relief to delivery boys, besides reducing the truck load. Besides good looks, the other advantages are that these are stackable and corrosion-free. There is no recurring cost of sandblasting or repainting. Moreover, they don't leave scratches on floors or wood. So what's stopping the OMCs from bringing in transparent cylinders? Ministry officials say its probably the high cost of fabrication that is a deterrent. Compared to Rs 950 for steel cylinders, these are priced at around Rs 3,500. But Deora has rejected such explanations, pointing out that if people can spend Rs 10,000 to Rs 60,000 on swanky mobile handsets, they could easily pay for this one-time expense that will ensure quantity and quality of gas supply.
