Tells West Bengal Assembly the course and curriculum will be finally decided by the University of Calcutta
The state's Higher Education department has derailed Chief Minister Buddhadeb Bhattacharjee's plan to grant autonomy for the elite Presidency College, his alma mater. Citing the report of a seven-member committee, Minister for Higher Education Sudarshan Roy Chowdhury told the Legislative Assembly on Monday that Presidency would get financial and administrative autonomy "but within the affiliation system of Calcutta University". "The course and curriculum will be finally decided by the university," Roy Chowdhury said, effectively nixing Presidency's dreams of being able to set its own curriculum to differentiate itself from the hundreds of other colleges in the university system. The Jesuit-run St Xavier's College, which has a 5-star ranking from the NAAC, secured full autonomy in March 2006. Xavier's is now free to set student fees, the curriculum, and courses, and also hold its own examinations, although its gradu ates will continue to get the Calcutta University degree. Ever since Xavier's got autonomy, the chief minister, a former student of Presidency, has been trying to secure the same status for the 152-year college. When Presidency approached the Government with its autonomy request last year, the Higher Education department had set up seven-member committee of experts. The committee included former chief justice Chittatosh Mookerjee, former Reserve Bank of India governor Bimal Jalan, historian Barun De, and econo mist Bhabatosh Dutta, among others. According to the minister, the committee has recommended that the Government should fill up all vacant posts immediately and add some posts at the level of professors. These posts should be permanent in nature and not transferable.
At present, Presidency has 145 teaching staff and 2100 students. Presidency's principal Mamata Roy declined to comment on the minister's statement. "I am not in a position to comment since I have not received any official communication," Roy told The Indian Express. The committee has said that the Government should give grants liberally to create the posts of adjunct professor and visiting professor. Also, the website should have the information relating to vacancies, courses, teacher-student ratio, among other things. It has also said the college should set up an academic committee with executive powers. Later, the minister told reporters that autonomy for Presidency and autonomy for Xavier's were two different things. "Xavier's did not set up an experts' committee. We formed an experts' committee to decide the issue and are following its recommendations," Roy Chowdhury said. Earlier, during his reply to the budget for the Higher Education department, the minister faced snide remarks from Trinamool Congress member Sovandeb Chattopadhyay that the CPI(M) lobby is resisting the grant of autonomy to Presidency. CPI(M) source said the West Bengal College & University Teachers Association (Webcuta) is strongly against the grant of autonomy to Presidency as it would then be unable to control the curriculum or the teaching community, which it does by offering a posting at Presidency.
