Rajarhat-Howrah Metro Corridor Gets Cabinet Green LightBy Unregistered Visitors, Section Kolkata Metro
The proposed East-West Metro project got a nod from the state Cabinet today. The project awaits the formal approval of the Centre and the Japan Bank for International Cooperation, and looks poised for take-off next year.
The 13.7-km East-West Metro will connect Rajarhat in the east to Howrah station in the west through a tunnel below the Hooghly. Most significantly, a new body, Kolkata Metro Rail Corporation (KMRC), will have to be set up comprising representatives of the state and Centre. The setting up of KMRC, in line with its Delhi counterpart DMRC, will see a complete change in the way the existing Metro in Kolkata operates. For instance, while the existing Metro is under the administrative control of the Indian Railways, KMRC will be a new joint venture company of the Centre and the state government. The desirability of constituting a separate company has been debated. While an organisation like Indian Railways can only absorb huge annual losses that the Metro Rail makes, it is not without its inherent disadvantages like surplus workforce and lack of professionalism. "There are talks of delinking the present Metro Railway from the Railways and integrating it with a separate company. Who wants to bear the burden of a losing concern?"said a senior railway official.
Tathagata Roy, senior BJP leader who was the Chief Engineer of the existing Metro Rail project, welcomed the idea of floating a separate body like the KMRC. "We had worked under the rigid confines of the Indian Railways, unlike the Delhi Metro Rail Corporation (DMRC) which had more freedom in its operation," said Roy. TMC MLA Sougata Roy had his apprehensions about the project. "It's at a very initial stage and as of now is merely wishful thinking which is not even on the drawing board," he said.
"The project is expected to be complete by 2013. The JBIC will give 45 per cent of the funds while the Centre and the state will share the rest," said Amit Kiran Deb, Chief Secretary to the state government. Source:Indian Express,15-06-07
