The Primary Education Development Board, a nongovernmental educational organisation, has provided scholarships to 532 students, who had appeared in the primary school-leaving examination of 2006.

Nearly 3,50,000 students from various districts took the examination last year. 52 students from the state level were awarded scholarships worth Rs 1,200 for a year and 480 students from the districts will be given a scholarship of Rs 600 for a year. Of the total number of students who appeared in the examinations last year, 68.85 per cent passed. Out of these, 24.47 per cent secured a first division, 25.32 per cent a second division and 18.79 per cent the general division.

The board, which was formed in the early 1990s, has opposed the state government's policies on primary education. Justice Chittatosh Mukherjee (Retd) acknowledged the role played by the board, which has been conducting the examination for the last 16 years, and said, "There has been a decline in the standard of primary education because of the confused policies of the state government." He also said citizens have a duty towards society that should never be forgotten and the board was fulfilling this very duty.

Board President Rama Prasad Dey said that primary education has immense importance in a student's life, but it is been neglected of late. "There is a need to improve the standard of education and until the government takes steps to do so, we will conduct this examination."

"The number of students taking the examination proves that there is lacunae in the primary education system," said board Secretary Kartick Saha.
