East-West Metro Project Faces Park Revamp Hurdle

The long-awaited East-West Metro project has come up against another hurdle after plans were redesigned. The new layout has earmarked Salt Lake's Central Park for a station and a carshed. This clashes with the urban development department's plan to revamp the park.

However, there is a rationale for this decision. The escalation of the project cost has forced planners to truncate the East-West Metro service at Howrah station, instead of Dasnagar, as originally planned.

Thus, a key aim of the East-West Metro that Japan Bank of International Cooperation (JBIC) is keen to fund would be to connect Howrah and Sealdah. That would require a carshed to be situated at Central Park. However, any major construction at the park is certain to be resisted as the Central Park is considered to be Salt Lake's heart. Under the earlier plan, the carshed would have been at New Dasnagar, Howrah. Acquiring land should be easy there, said an officer.

The new layout has upset the plans of the urban development department. Minister Asok Bhattacharya was surprised to hear about plans to build a station along with a carshed and a maintenance
hub at Central Park.

Worried over the spiralling cost of the project it has shot up from Rs 3,349 crore to Rs 4,500 crore the state administration first wanted to terminate the western end in front of the Writers' Building. But transport engineers said it's imperative to connect Howrah to the East-West Metro. After a long deliberation, the administration agreed to extend the Metro to the east of Hooghly.

But terminating the service at Dasnagar, may spell doom for Howrah station that is virtually bursting at its seams. A KMDA study has found that the passenger dispersal system at Howrah is inadequate and traffic has far exceeded the saturation level. If the Metro is terminated at Dasnagar, there would be total chaos at Howrah, said a transport expert.

The use of powerful tunnel boring machines would ensure that the construction of the metro corridor 70% of which is underground would not disrupt traffic overground. "The tunnel from New Dasnagar to Eastern Metropolitan Bypass that will pass below the Hooghly would be an engineering marvel," said a senior transport department engineer. The elevated portion of the Metro would be in Salt lake.

A Japanese team that closely studied the North-South Metro has also suggested a technological shift to make the new Metro a more efficient mass rapid transit system. "The team has suggested linear metro that would operate on the standard gauge rail and runs faster. The train can easily climb up a steep slope. However, the choice of technology would finally be made by the high-powered committee of the state," said a senior officer of transport department.

The Japanese team is feeding all existing data into a format. "The report would be placed before the Japanese parliament for the nod. JBIC is keen to fund the project," said a member of Japan's project funding approval committee.
