Post-1980 Act, First Municipal Accounts Report to be Prepared

For the first time since the enactment of the Kolkata Municipal Corporation Act, 1980, the chief municipal auditor will prepare a report of municipal accounts.

Atin Ghosh, the chairman of the municipal accounts committee, has said that an accounts report is being prepared by the chief municipal auditor. Although the report is an important component of the accounting process, it has never been prepared.

According to the rules that govern the conduct of business by the municipal accounts committee, "report of the entire accounts of the corporation for the previous year as submitted by the chief municipal auditor under sub-section (2) of Section 157 to the municipal commissioner shall be printed by the municipal secretary and copies thereof sent to the members of the corporation".

Once the report is readied, its copy needs to be forwarded to the municipal accounts committee for examination and scrutiny. Ghosh told Newsline that so far no such report has been prepared: "Work is on for preparing a report for the year 2004-05," he added.

The municipal accounts has been a subject of great scrutiny for the committee. The chairman and senior officials of KMC believe that this aspect has been ignored for years. With things on the move, it's expected that some of the important obligations that need to be fulfilled by the civic bureaucracy may finally be complete.
