A three-acre plot that the government had earmarked for IT companies has been handed over to a realtor, making software firms see red and raising questions about the logistics of the deal.
What's more, Kolkata Metropolitan Development Authority (KMDA) allotted the land near Ruby Park, off the Eastern Metropolitan Bypass, to the Rungta Group at a discounted rate. The Rungtas had to pay only Rs 1.2 crore per acre which was much lower than the usual Rs 5-crore-an-acre price in the area. The Rungtas, the promoters of Millennium Park, have agreed to build an IT park on the plot. A group of representatives from the IT industry met urban development minister Asok Bhattacharya recently and expressed their displeasure over the deal. They claimed that the discounted rate had been fixed only for IT companies. They also pointed out that other riders had been violated. According to the rulebook, companies entitled to this discount would not be able to seek external investment. An IT park on the plot would involve more than one player, making it a multi-party project involving investment from outside. Bhattacharya said: "I told the IT representatives that KMDA had handed over the land as per the recommendations of the IT department. I shall now take up the matter with the department."
Nine acres behind Ruby park was developed by KMDA and divided into three equal parts among HSBC, Rolta India and the Rungtas. Airtel had shown interest in the project initially, but called off the deal later.
A senior official of an IT major said: "We don't know how the Rungtas bagged the land. Even if they set up an IT park there, it would only be a real-estate venture riding piggyback on the IT tag." Sources in the state IT department said the model to be followed to recover money from the IT park coming up here would be different. "The realtor can make money by renting out the facilities to establishments that may not necessarily be software companies. But the land in question should have definitely gone to an IT company. Even if the land is given to a realtor, an expression of interest should have been declared followed by a tender," said an official. The government, however, justified the deal. State IT secretary Siddharth said: "We went ahead and gave this land to this particular group because some small and medium-sized IT companies have backed out of projects and land that had been earmarked for them are lying vacant. We just wanted the land to be used." He pointed out that 20% of the land would be reserved for IT companies. "We had given companies land in Bantala, but they failed to go ahead with the projects. By giving the land to an IT infrastructure-developer, we have ensured that many players can come together under a single roof." Santosh Kumar Rungta of Rungta Group said: "We have to work very hard to make this project a success as it will be a tall task to get IT companies to come here." (Source-Times Of India, 12/04/07)
