Kolkata Municipal Corporation Owes Rs 515 Cr in Drinking Water Dues

Kolkata Municipal Corporation may be toying with the idea of introducing water tax in the city, but its own debt to Kolkata Metropolitan Water and Sanitation Authority (KMWSA) stands at a staggering Rs 515 crore.

KMWSA, which supplies water to several parts of south Kolkata, is facing a fund crunch. In desperation, it has now asked KMC to immediately clear the dues that have accumulated over a 20 year period from 1987 to 2007.

“KMC has been requested to pay up as soon as possible so that we can make up for the huge loss we have incurred,” said a KMWSA official. Sources said municipal affairs minister Asok Bhattacharya may soon write to mayor Bikash Bhattacharya to resolve the matter. Municipal commissioner Alapan Bandyopadhyay said the issue is being considered. “We are talking to the state government on the issue,” he said.

KMWSA supplies 60,000 million gallons of water a month to KMC for the residents of Behala, Garden Reach, Maheshtala and other parts of south Kolkata. In 2004, during Subrata Mukherjee’s tenure as mayor, it was decided that KMC would pay water bills to KMWSA in monthly installments equal to 5% of the total arrears. However, KMWSA has not received any payment and KMC’s dues continue to mount.

Civic officials say they cannot make payments immediately due to “administrative reasons”. “There is no written agreement with KMWSA that says we will have to pay the water charge in instalments,” said a civic official.

KMWSA officials said they spend about Rs 1.2 crore a month as maintenance cost and have a huge wage bill to meet. “With no dues received so far, KMWSA is now facing a severe financial crisis,” said P B Nag, development employees joint action committee secretary.
