Realty transparency index for India in offing by JLL

KOLKATA: Real estate consultants Jones Lang LaSalle is working towards launching an India-specific transparency index by 2008. The index, first of its kind from JLL stable globally, will offer prospective investors and clients a scientific measure of the non-price factors influencing the country's real estate market.

JLL country head (India) Vincent Lottefier told ET: "We are working towards developing this index to help weigh the level of market sophistication, legal and regulatory norms, land titles, developers' professionalism as well as ease of doing business. Availability and access to information will also figure as key factors in this index."

"The index will be in line with our global property index managed by us with support from third parties," he added. JLL, a 220-year-old property consultancy, opened its Kolkata office on Friday. Mr Lottefier said, "Over the last few years, India's realty transactions have become more transparent, compared to China, which is one of the fastest-growing real estate markets in the world."

Rough estimates indicate of the total $10 billion of funds promised to the sector only around $2 billion have been actually deployed.

Elaborating on the city's prospects, Lottefier said, both foreign and outstation players are keeping a hawk's eye on its properties, primarily because of the labour cost, access to labour and real-estate cost.

"Nowadays, investors are expecting a return of 20-25% on projects and an 9-11% annual yield on their investments. The only factor, which will stop the investors from looking at Kolkata favourably, will be the rising realty prices across the board," Lottefier pointed out. In fact, about 30-40% of all foreign investors looking at India are also interested in having a presence in Kolkata.

Realty prices in Kolkata's suburbs is hovering around Rs 35-40 per sq ft It is expected to go up by almost 30% while the prices in central business district, now at Rs 60-70 per sq ft will see a 10-15% rise in 2007
