Railways, Govt Pass The Buck Over Bridge RepairBy siddharth22, Section Real Estate
The repair of the overbridge across the Baghajatin level crossing has got caught in a blame game between the Indian Railways construction wing IRCON and the state government.
A part of the bridge, built in 2000 by IRCON for the KMDA, had subsided in August this year resulting in a giant gaping crater. The damaged part was cordoned off and traffic diverted away from the bridge. Vehicles now have to use the narrow level crossing route below which often leads to traffic snarls. Meanwhile, the KMDA authorities consulted engineering experts from the Jadavpur University, who confirmed that the bridge was constructed using inferior quality of raw materials resulting in the cave-in. Accordingly, a letter was shot off to the IRCON authorities asking them to undertake the fresh repairs of the faulty ROB by pulling down the part. However, on September 17, the IRCON authorities addressed a letter to the KMDA expressing their concern over the state of the authority over the bridge. "They had written that the local office of the IRCON has been informed and they agreed to undertake the repair work at the earliest. It is almost two months but all our efforts have failed to get them started," a senior KMDA official said.
Railway sources said KMDA could not shirk responsibility as they were supposed to sign a joint agree ment with IRCON whereby the latter would be made responsible for the maintenance of the over-bridge.
However that did not happen and the KMDA also did not monitor the execution of the plan, the sources said. As of now, the KMDA has lined up a plan to construct a bridge adjacent to the existing structure, but is still awaiting clearances from the railway authorities. "We have been doing the rounds of the rail offices to allow us the go ahead with our construction (as it is a railway property). But our efforts have not paid off," said state urban development minister Ashok Bhattacharya. A crucial meeting scheduled on November 8 will now see senior urban development department officials meeting their railway counterparts to decide the fate of the project. The KMDA will carry out the work on the approach roads, while the Railways will take up the construction of the new bridge.
