No Teachers ? `Colleges Are Not Filling Vacancies'By siddharth22, Section Education
According to the College Service Commission (CSC) only 248 colleges of the total 458 across the state have approached the commission for vacant seats.
Reason being most of the vacant positions are to be filled by SC and ST candidates. In most cases, colleges flout rules of appointment, which state that positions should be filled in the following order General, SC, ST, OBC and physically-handicapped. "If colleges approach the commission then it will come to know that they (college) have flouted the rules. So, the colleges appoint part time teachers and run the show," said Himansu Ghosh, Chairman, CSC. The CSC has 1,291 vacancies this year including 290 in the general, 613 in SC, 213 in ST and 158 in OBC categories. Though the commission has listed about 4,985 successful candidates, it is skeptical of the fact that the SC and ST category seat will be filled. Interviews are being conducted from August and will go till March 2008. According to Ghosh, the commission cannot appoint teachers on a suo moto basis. Unless colleges give the commission a list of probable vacancies, it cannot identify and appoint teachers. Similar is the case of appointing principals. Of the 100 colleges without principals, only 29 have approached the commission. "There are some instances of flouting the appointment roster but other factors are also responsible for the situation," said Tarun Patra, general secretary of West Bengal College and University Teachers Association.
