How often have you been stuck at rotaries along the Eastern Metropolitan Bypass while travelling to Salt Lake or the airport? And thought that the traffic mess wasn't so bad even five years ago? Finally, help is at hand.
The state government has woken up to the problems commuters are facing due to jams at key crossings along EM Bypass and is going to build a flyover to skirt the chaos in front of Ruby General Hospital. This crossing has become terribly overcrowded in recent years with the car count to Salt Lake, airport and Rajarhat taking a sharp upward curve. It's not just peak office hours, the situation is often nightmarish at night also. "The growing vehicular pressure is causing severe congestion on EM Bypass, especially at points where the connectors meet it. There is no option but to build a flyover at the Ruby hospital crossing," a senior transport department official said. The 690 metre flyover will ease traffic flow along the bypass and act as a pressure valve for Rashbehari connector that leads to Ruby Hospital rotary. Once the flyover is built, an official said, commuters headed from Science City headed towards Garia Patuli can soar over the traffic without having to face traffic snarls at the Ruby rotary. And those who want to take the Rashbehari connector can avoid the flyover and approach the Ruby rotary along the Bypass from either Garia Patuli or Science City. "With traffic clearly divided in this manner, the pressure at the Ruby rotary will be reduced considerably," an official of Kolkata Metropolitan Development Authority told TOI. Officials are drawing up the blueprint for the flyover.
According to estimates, the four-lane, 17 metre wide flyover will cost Rs 30 crore. The government is yet to identify the source of funds for the project. "It could either be built from the state's own budget, like the flyover in front of Wipro office in Sector V, or we could seek funds from the Centre," the KMDA official said.
News of the flyover is bound to excite commuters who endure a harrowing ride on the Bypass every day but the state government has to plan the project well. The Centre has denied funds for some projects lately and imposed stiff riders on some others. Besides, the government's recent track record with flyovers is not very impressive. In many cases, the planning lacked foresight due to which the flyovers ended up creating more traffic problems, as with the Park Street and AJC Bose Road flyovers. In both cases, the state is considering building ramps to override the planning errors. Also, the state does not have pockets deep enough to fund construction of flyovers and is entirely dependent on loans from the Centre or foreign banks. Which is why many such projects have turned uncertain. A case in point is the proposed flyover between Park Circus seven-point crossing and Paroma Island on EM Bypass, which is hanging fire for lack of funds.
