The proposal will be sent to the Cabinet by October 31 so that necessary changes can be made in the Council's structure. The Council, whose chairman is the state higher education minister, is the apex body of all universities in West Bengal. As present, the council plays a major role in the plans of the universities under it. Under the current system, the vice-chancellor of WBUT attends all meetings of the council as an invitee member.

VC of WBUT Ashok Ranjan Thakur said the Bill would enable the varsity to attend the council's meetings as members.The state government also plans to bring the universityrun postgraduate courses under its control by amending the constitution of the Council.

Additional Chief Secretary in the Higher Education department Ashok Mohan Chakraborty said, "The rationale behind such a change is to ensure that new colleges evolve and get recognition on the basis of merit. Other than this, the government is also emphasising on boosting education of women."

"There is a need to restructure the Council. For instance, we had always wanted the chairman of the College Service Commission to attend the meetings but could not include him as there was no provision ," said Subimal Sen, vice chairman of the council. The VCs of Calcutta University, Jadavpur University, Burdwan University, Kalyani University, North Bengal University, Vidyasagar University and Bidhan Chandra Krishi Mahavidyalaya have attended the meetings, as they are the nominated members of the council.
