Army wants sewer line to clear Maidan fair wasteBy Mrs Gupta, Section Events
Already bogged down by legal wrangles, the Publishers and Booksellers Guild faces yet another hurdle to its plan to hold Kolkata Book Fair on the Maidan. The army stipulated on Wednesday that a permanent sewer line be laid from the Maidan to the city's main sewer line on Park Street for disposing of waste generated by visitors to the fair. Mission impossible, said Kolkata Municipal Corporation engineers after a field study.
The army, though, has not made clear if failure to build the sewer line will mean withdrawal of permission to hold the fair at the venue. Calcutta High Court will on Thursday continue hearing the PIL challenging the army's permission to the guild. Every year, toilet pits are dug for the fair. Piles of waste are left in the pits once the makeshift toilets built around them are dismantled. The pits are covered with sand, compounding pollution on the Maidan during the fair. This practice must stop, the army has directed.
Sensing trouble on being asked to lay a permanent sewer line on the Maidan, guild authorities rushed to municipal commissioner Alapan Bandopadhyay to help them tide over the problem.
Guild general secretary Sudhangshu De said he was constantly interacting with KMC engineers on the army's directive. But given the time constraint, the engineers suggested that the civic body could collect and transport human waste on each day of the fair. When the guild approached KMC with the army's directive, civic engineers were sent to the Maidan for a field study. However, they feel it is an impossible task with the fair set to start in a few days. Several NGOs assessed pollution levels in and around the Maidan and discussed environmental issues with guild officials. An NGO claimed guild officials were surprised to know that the Pollution Control Board has not laid down any guidelines for holding the fair while giving clearance.
