Makeover plans for KMDA (Kolkata Metropolitan Development Authority) complexBy Dr arvind, Section Development
The Kolkata Metropolitan Development Authority (KMDA) doesn't want to miss out on the realty boom. It has set out to make the "best use" of the land in its possession, beginning with the Manicktala Housing Estate which will make way for a residentialcum-commercial complex.
KMDA plans to pull down all the dilapidated buildings within the estate to make space for the new complex spread over 6.5 acres. There will be four ten-storey blocks, totalling 1600 flats. The residential complex will have two large playgrounds, a children's park, a market complex, a community hall with a library and all basic civic facilities. The project is expected to cost Rs 64 crore. "The authorities have been working for quite some time on a plan to revamp the Manicktala Housing Estate. It's now part of the KMDA's schemes," said the agency's additional director (socioeconomics) Kalyan Roy. The authorities are mulling whether to implement the project on public-private partnership. The Manicktala Housing Estate was set up way back in 1974 as a `work-cum-living accommodation' for KMDA employees. It has 486 flats (mostly two-room ones) and a playground. More than 70% of these flats are lying vacant as many of the residents have shifted to the urban development department's EE Block housing in Salt Lake. Those who are still living in the complex pay a very negligible rent of Rs 93 per month not enough to meet even maintenance expenses. With no repairs undertaken for many years, the existing buildings have become rusty and dilapidated.
"It has become very difficult for KMDA to maintain the housing complex since there is virtually no revenue. KMDA hopes to get Rs 20-22 crore revenue from the new complex because the site is located at a very strategic area near Ultadanga," said P B Nag, secretary of KMDA Development Employees Joint Action Committee.
