Urban land ceiling Act to stayBy Dr arvind, Section Real Estate
The Buddhadeb Bhattacharjee government does not want to do away with the state Urban Land Ceiling Act altogether. Instead, it wants some form of social control by amending it.
On Friday, the chief minister said the state government would be forced to lock horns with the Centre if the Act is removed altogether. For, real estate players would take advantage of that and start grabbing land in semiurban areas. “It is true that the Act cannot exist in its original form, but there must be some form of social control,” said Bhattacharjee. Doing away with the Act is a major point in allocating funds under the National Urban Renewal Mission (NURM) by Delhi and the state is having great difficulty in getting funds for several urban development projects on account of this. On Friday, the chief minister also said he did not think it would be essential to make the land use board statutory for the state. Instead, it could function in an advisory capacity. “What we want is a mouzawise information on land, which is being digitised. We want to prepare a land-use map, which would give information on agriculture, urban set-ups, industry and so on, and also a proposal on what is to be done in future,” he pointed out. Bhattacharjee added that this would be done with a view to maintaining balance between the present and future proposals.
He claimed it was not necessary to make the land use board as a statutory body, but it could play the role of an advisory body, and the land and land reforms department could continue to distribute land as usual. The government has already started preparing the land use map. Inputs from the urban development and commerce and industries departments would be compiled together along with information from the land and land reforms department. The government had announced the plan for this map and the idea is to use land for industry judiciously in future to meet the huge demand for land in the state. The purpose is also to maintain food security in the state as well as avoid the takeover of multi-crop land for industry. From: TOI, OCT-14,06
