KOLKATA, APRIL 7: Coal India Ltd (CIL) has supplied 6.7% more coal to the power sector in 2004-05 than the previous fiscal. Even then, 19 power stations in the country are carrying less than the critical stock level. With the summer approaching, the power utilities have started generating more.
The growth in CIL supply to power sector is the highest in this fiscal since 1998-99, when it fell by 4.2% due to a recession. A 15-day stock level for power projects using the railways to bring coal, and 7 days for pithead ones are considered critical. CIL dispatched 15.749 mt more coal in 2004-05 than the previous year's 234.045 mt. "It is not only 9.284 mt more than the APP (annual action plan) target of 240.077 mt set by the coal ministry, but also 1.013 mt more than the revised target of 248.348 mt," said a senior official of the government-owned coal monolith. CIL meets 87% of the power sector's coal consumption. The number of utilities carrying critical stocks had declined to 19 on March 31 from 24 on February 28. The stock with powerhouses on March 31, this year was 10.284 mt against 9.918 mt during the year-ago period.
In March, CIL dispatched 23.716 mt to utilities against a linkage of 23.586 mt. "If the railways could supply the necessary wagons to our subsidiaries, the linkage materialisation could have been more," he said.
Wagon shortage had affected supplies from Eastern Coalfields, Central Coalfields, Northern Coalfields and South Eastern Coalfields. According to Central Electricity Authority (CEA) data, the power sector could import only 3.6 mt till the end of January 2005 against the target of 10 mt for 2004-05. This has also contributed to the shortage. Second, the screening committee under the coal ministry had allotted 57 coal blocks (of which 56 were of CIL) to consuming industries for mining, of which 22 blocks were for the power sector and seven for captive power plants.
